Greenpeace Russia analysed the loss of intact forest landscapes in Arkhangelsk region in Russia from summer 2016 to early autumn 2017 in relation to logging companies as well as to the voluntary forest certification schemes (FSC and PEFC). The results of this analysis were recently released in Russian and soon will also be available in English.

Before that we present the summary of this analysis.

The FSC system started to develop in Arkhangelsk region seventeen years ago, since the year 2000, and grew rather quickly. Over the past decade almost all sizable forest companies in the region have been directly or indirectly involved in the certification. However the problem of IFL loss have not dereased even despite the fact that "on paper" FSC requires protection of intact forest landscapes. Very recently the PEFC system also began to develop in the region. But, the great majority of IFL loss in Arkhangelsk region is currently related to the logging activities of FSC-certified forest companies.

Moreover the study revealed cases of logging by FSC-certified companies leading to a degradation or even complete loss of other biologically valuable categories of high conservation value forests (the intact forest tracts), which were designated in 2011 (Mapping High Conservation Value Areas in the Russian North-West. Gap-analysis of the Protected Areas Network in Murmansk, Leningrad, Arkhangelsk, Vologda regions, Republic of Karelia, and the city of Saint-Petersburg).

The identified cases of destruction of intact forest landscapes and other HCV forests would not be so abundant if FSC would ensure complience with the declared principles, criteria and standards. Clearly the FSC system is uncapable of combining its rapid quantitative growth with high certification quality.

To improve it's work the FSC system needs to take urgent measures to raise the quality of certification to a minimum acceptable level, to ensure the sustainability of cut rates and significantly reduce the distruction of high conservation value forests. The full report will content more detaled discussion on measures needed.

Despite the terrible inconsistencies between the declared FSC principles and on the ground performance of FSC-certified forest management in Arkhangelsk region, we have no reason to believe that certification practices in this region is worse than in other regions of the taiga zone in Russia.
